A CBF e os clubes participantes das três principais divisões do futebol brasileiro realizaram, nesta semana, os conselhos técnicos das Série A, B e C do Brasileirão. Por videoconferência, as reuniões contaram com a participação de representantes dos 60 clubes envolvidos na disputa dos campeonatos, além de suas respectivas federações locais de futebol.
Nos três conselhos técnicos, os presidentes dos 60 clubes e das 27 federação fizeram um desagravo a Rogério Caboclo por causa do vazamento do vídeo da reunião entre CBF, clubes e federações, realizada no dia 10 de março. Foram aprovadas uma moção de repúdio e solidariedade em relação ao vazamento das imagens e a abertura de uma sindicância para apuração de responsabilidades.
Durante as reuniões, o Presidente da CBF conduziu o debate que estabeleceu regras, parâmetros e definir demais questões sobre a disputa do Brasileiro. Uma grande novidade abrangerá as três competições a partir desta temporada: a nova regra que limita a troca de técnicos no Campeonato Brasileiro. A proposta era defendida pela CBF há três anos e foi apresentada por Rogério Caboclo nas três reuniões.
Aprovada em votação com os clubes, a medida permite que o clube demita apenas um treinador durante a disputa do campeonato. Em caso de nova demissão, o time não poderá inscrever um terceiro treinador para jogar o Brasileiro. O dispositivo prevê reciprocidade dos técnicos também, que não poderão treinar um terceiro clube no campeonato se pedirem demissão duas vezes ao longo da temporada. Na Série A, a medida foi aprovada por 11 a 9 na votação entre os clubes. Já na Série B, 18 dos 20 clubes votantes disseram sim à regra. Na Série C, o limite de troca de técnicos foi aprovado por unanimidade.
“É um grande avanço do futebol brasileiro, que fará bem tanto aos clubes quanto aos treinadores. Vai implicar em uma relação mais madura e profissional e permitir trabalhos mais longos e consistentes. É o fim da dança das cadeiras dos técnicos no futebol brasileiro”, enfatizou Rogério Caboclo. “Significa organização administrativa e planejamento financeiro”, completa o presidente da CBF.
Os dirigentes presentes nas três reuniões acompanharam, também, a apresentação do Relatório Operacional da Comissão Médica Especial da CBF de combate à Covid-19. Jorge Roberto Pagura, Presidente da Comissão Nacional de Médicos de Futebol, expôs os números do estudo que reuniu os principais resultados do trabalho desenvolvido pela CBF durante a última temporada. Nas três reuniões, os presentes prestaram homenagem ao trabalho realizado pelos médicos e profissionais da saúde no combate à Covid-19, em especial à Comissão Médica Especial da CBF, que permitiu que o futebol brasileiro pudesse disputar suas competições da maneira mais segura possível, sem precisar mudar o formato de disputa de nenhum campeonato.
Investimento na arbitragem
Outra ação anunciada foi a criação do Centro de Excelência da Arbitragem Brasileira (CEAB), com ambientes para desenvolvimento de novos projetos e treinamento e as salas de árbitro de vídeo (VAR) centralizadas. O projeto do CEAB foi apresentado pela CBF e aprovado por unanimidade pelos clubes da Série A, assim como a continuidade do VAR no Brasileirão Assaí 2021. O Presidente Rogério Caboclo revelou detalhes da estrutura aos Presidentes dos clubes. O Centro de Excelência da Arbitragem Brasileira será instalado em um prédio próximo à sede da CBF, também na Barra da Tijuca, Zona Oeste do Rio de Janeiro (RJ).
Itens regulamentares
O Diretor de Competições da CBF, Manoel Flores, apresentou aos clubes a Diretriz Técnica Operacional de cada uma das três competições. No documento, que foi produzido com a contribuição da Comissão Médica Especial do Futebol, ficaram estabelecidas as regras para operação dos jogos das Séries A, B e C. Manoel Flores reforçou aos clubes e federações três itens em especial da diretriz, que se referem à situação atual do futebol brasileiro por conta da pandemia da Covid-19. Nas três competições, ficou estabelecido que os mandos de campos serão remanejados caso o município ou estado de origem esteja impedido de receber os jogos, os estádios seguem sem a permissão de público nas arquibancadas e as equipes precisam ter um número mínimo de 13 atletas com exames negativos para irem a campo.
Novas bolas oficiais
O Presidente da CBF, Rogério Caboclo, também aproveitou para apresentar aos clubes e federações as novas bolas oficiais do Campeonato Brasileiro na temporada 2021. Na Série A, as partidas serão disputadas com a Nike Brasil Flight, que também será utilizada na Copa do Brasil. Tanto na Série B quanto na Série C, a bola será a Samba Velocity PRO X, da Topper.
Inscrição de atletas
Aos clubes e federações, ainda foram informadas as datas e regras para a inscrição de atletas durante o Campeonato Brasileiro de 2021. Na Série A, os clubes têm o direito de inscrever até 50 jogadores na competição, com prazo até o dia 10 de setembro, podendo substituir no máximo até oito atletas. Ficou acertado que novos atletas podem ser registrados até 24 de setembro, o último dia útil anterior à 22ª rodada.
Já na Série B, os clubes poderão inscrever um número máximo de 40 atletas até o dia 19/08/2021, podendo substituir no máximo oito até a data final de registro (30/09/2021). Os clubes da Série C também poderão inscrever até 40 atletas, com prazo até o dia 25/08/2021, podendo substituir no máximo até oito atletas. A data final de registro é 15/09/2021.
Tabelas do Campeonato Brasileiro
Ao fim das três reuniões, os clubes receberam, de forma virtual, as tabelas básicas das Séries A, B e C do Campeonato Brasileiro. As duas primeiras divisões serão disputadas no mesmo formato: campeonato de pontos corridos entre 20 clubes, que se enfrentam em turno e returno, totalizando 38 rodadas e 380 jogos em cada competição. A Série A tem início marcado para o dia 29 de maio e deve se encerrar no dia 5 de dezembro. Na Série B, a bola rola no dia 28 de maio e a disputa chega ao fim no dia 27 de novembro.
O formato da Série C será o mesmo da edição anterior. Os 20 clubes estão separados em dois grupos, com dez times cada. Eles se enfrentam dentro do próprio grupo e os quatro melhores de cada chave se classificam para dois quadrangulares na segunda fase. Nesta etapa, os dois melhores de cada quadrangular garante vaga na Série B em 2022. Os líderes, além do acesso, avançam para a final da Série C. A competição começa no dia 29 de maio e termina no dia 21 de novembro, segundo a tabela básica.
